    Opportunities and Traps for Trade Unions in European Employment Policy Initiatives:The Case of Social Dialogue on Active Inclusion

    After some promise in the 1990s, European unions have grown increasingly disillusioned with regard to the results of EU social policy and EU social dialogue. The paper analyses the extent and reasons of this disillusion by looking at the impact on social dialogue of the Active Inclusion Recommendation launched by the European Commission at the outset of the economic crisis in 2008. The Recommendation led to a tripartite framework agreement at the EU level in 2010 (the only such agreement in a decade), which was then to be implemented at national and regional levels. With a multilevel governance approach, the paper looks at the extent to which social dialogue on Active Inclusion at the EU level, in six EU countries (France, Italy, Poland, Spain, Sweden, and the UK) and six regions (Rhône-Alpes, Lombardy, Lower Silesia, Catalonia, West Sweden and Greater Manchester) within those countries was somehow revitalised. The analysis, looking at both top-down and bottom-up processes and based on documentary analysis and interviews, shows that the initiative displays ambiguities similar to those of typical composite EU principles, such as famously the case of ‘flexicurity’. The multilevel governance of the EU, including the interaction between ‘soft’ employment policies and evolving ‘hard’ Eurogovernance tools, and with poor horizontal and vertical coordination, resulted in multiple distortions of the principle and, over time, to frustration. Unions’ engagement varies by level, country and region, reflecting both traditional national approaches and the local perception of ‘active inclusion’ as an opportunity. Although trade unions were more welcoming of ‘active inclusion’ than they had been for flexicurity, similar related threats and opportunities led to modest achievements and a gradual fading of the idea at the European and national levels, with some more opportunities however at the regional level. The paper concludes that, if trade unions want to engage with the idea of a European Social Model and with Eurogovernance, they could develop stronger networks among regional organisations

    Overview of the Low Complexity Enhancement Video Coding (LCEVC) Standard

    The Low Complexity Enhancement Video Coding (LCEVC) specification is a recent standard approved by the ISO/IEC JTC 1/SC 29/WG04 (MPEG) Video Coding. The main goal of LCEVC is to provide a standalone toolset for the enhancement of any other existing codec. It works on top of other coding schemes, resulting in a multi-layer video coding technology, but unlike existing scalable video codecs, adds enhancement layers completely independent from the base video. The LCEVC technology takes as input the decoded video at lower resolution and adds up to two enhancement sub-layers of residuals encoded with specialized low-complexity coding tools, such as simple temporal prediction, frequency transform, quantization, and entropy encoding.     Trade union strategies in the age of austerity: the Romanian public sector in comparative perspective

    This article examines the impact of the economic crisis and its aftermath on collective bargaining, by comparing reactions to austerity policies of trade unions in healthcare and education in Romania. We develop an encompassing theoretical framework that links strategies used by trade unions with power resources, costs and union democracy. In a tight labour market generated by the massive emigration of doctors, unions in healthcare have successfully deployed their resources to advance their interests and obtain significant wage increases and better working conditions. We also show that in the aftermath of the crisis, healthcare trade unions have redefined their strategies and adopted a more militant stance based on a combination of local strikes, strike threats and temporary alliances with various stakeholders. By comparison, we find that unions in the education sector have adopted less effective strategies built around negotiations with governments combined with national-level militancy

    Advancing understanding on industrial relations in multinational companies: key research challenges and the INTREPID contribution

It firstly provides some theoretical background on the key current research issues and challenges in regard to industrial relations in multinational companies. It then presents a concise review of scholarship to date on industrial relations in multinational companies using INTREPID (Investigation of Transnationals Employment Practices: an International Database) data. Finally, the paper identifies some of the main industrial relations issues that remain to be addressed, in effect charting a form of research agenda for future work using the INTREPID data, with particular focus on the potential contribution from ‘late joiners’ to the INTREPID project.ACCEPTEDpeer-reviewe

    Union inclusiveness and temporary agency workers: the role of power resources and union ideology

    This article investigates the determinants of union inclusiveness towards agency workers in Western Europe, using an index which combines unionization rates with dimensions of collective agreements covering agency workers. Using fuzzy-set Qualitative Comparative Analysis, we identify two combinations of conditions leading to inclusiveness: the ‘Northern path’ includes high union density, high bargaining coverage and high union authority, and is consistent with the power resources approach. The ‘Southern path’ combines high union authority, high bargaining coverage, statutory regulations of agency work and working-class orientation, showing that ideology rather than institutional incentives shapes union strategies towards the marginal workforce

    Austerity-Driven Labour Market Reforms in Southern Europe: Eroding the Security of Labour Market Insiders

    The sovereign debt crisis in the Eurozone and increased pressures for ‘structural reform’ have led to a period of intensive change in labour market policy in Southern Europe. Examining the cases of Greece, Portugal, Spain and Italy, this article focuses on the security of labour market insiders, a key group in labour markets that is highly segmented. Th e security of labour market insiders is conceptualised as consisting of security in employment (protection against dismissals) and security in unemployment (protection against drops in income provided by unemployment insurance and assistance). Using changes in national laws, the article charts and compares labour market change along these two dimensions across these four Southern European countries. Because labour market reform has not been restricted to Southern Europe, the article also compares these developments to broader changes in the countries of the Eurozone, using OECD and MISSOC data. Having demonstrated the degree to which the security of labour market insiders has diminished, the article concludes with an agenda for research on the policy dynamics of Southern European labour market reform in the wake of the fi nancial crisis

    Trade unions and precariat in Europe : representative claims

    Trade unions have been charged with neglecting labour market ‘outsiders’, while alternative actors have emerged to represent these. In response, unions have stepped up their claim to be representative of all workers, without distinction. We review the theoretical and policy debates on this issue, and argue that representation as such has been under-theorized. We draw on Saward’s concept of ‘representative claims’ to analyse the different grounds for competing assertions of representativeness. We identify four main forms of claims, and illustrate these with empirical examples. We conclude that these different claims are mutually reinforcing in stimulating attention to the outsiders, and in their interaction with institutional settings, they have a performative effect in defining new social actors
